Christchurch City Council chief executive is disappointed she wasn't made aware of the drinking water safety issue when staff first became aware of it.An independent water review identified a number of issues with the Council's 'Three Waters' unit - including failure to communicate the potential risk to below-ground well heads for seven months.Dr Karleen Edwards told Chris Lynch it's hard to know why people don't raise or escalate issues, perhaps it's a sense of failure and wanting to solve the issue or a lack of awareness but had she known earlier the situation could have been handled better.
